Virginia Pou Bell has been an economist at BBVA Research since 2006. Her responsibilities include the analysis and monitoring of the fiscal policy of the Spanish public administrations. She also monitors the financial and non-financial accounts of the institutional sectors.

Previously, she worked at Consultores de las Administraciones Públicas within the Afi Group (2000–2006) as responsible for the Autonomic Analysis area and in the accounting and treasury department of Sermico, S.A. (1996–2000).

She graduated in Economic and Business Science from the Complutense University of Madrid in 1996.

The public deficit in Spain was reduced by half a percentage point of GDP to 2.5% in 2018, above the drop predicted by BBVA Research, confirming the repeated failure to meet its stability target (-2.2% of GDP).
The first budget execution data for 2019 slightly worsens last year's dynamics. In an environment of extended budget and policy uncertainty, the economic cycle will reduce the deficit, although the current fiscal targets will be missed.
The expansionary spending measures in 2018 have had a detrimental effect on the primary structural balance, leading to non-compliance with the stability goal for the third time in the last five years. In a scenario with no changes to fiscal policy, the deficit will not fall below 2% of GDP at the end of the 2019-2020 period.
