BBVA Research - Senior Economist

Virginia Pou Bell has been an economist at BBVA Research since 2006. Her responsibilities include the analysis and monitoring of the fiscal policy of the Spanish public administrations. She also monitors the financial and non-financial accounts of the institutional sectors.


Previously, she worked at Consultores de las Administraciones Públicas within the Afi Group (2000–2006) as responsible for the Autonomic Analysis area and in the accounting and treasury department of Sermico, S.A. (1996–2000).


She graduated in Economic and Business Science from the Complutense University of Madrid in 1996.

Latest publications

72.7 billion euros, 91% of the planned total, has been approved over the lifetime of the Recovery Plan, but only around 33.5 billion (42% of the planned amount) have been resolved. In total, it is estimated that the funds would be reaching more than 500,000 businesses and families.
2023 deficit estimate remains at around 4,1% of GDP. In 2024 with the prolongation of the Central Government Budget and part of the anti-crisis measures, the deficit would be reduced to 3.7% of GDP. This scenario points to a smooth downward path in public debt ratio to 105% of GDP.
The FLA allowed regional governments access to financing on favourable terms. However, its costs should lead to changes in its design and implementation. Governments that have not accessed the FLA have helped reduce the risk premium, are financed at lower rates than the Treasury and are growing more.
