U.S. | Payrolls Soft but UR at Record-Low in January

Nonfarm payrolls rose less-than-expected, up 151K, with strong gains in manufacturing. The unemployment rate hit an 8-year low of 4.9% as the participation rate rose to 62.7%. 2016 job growth expected to decelerate to 2% with the average unemployment rate at 4.9%.
