Summary

Central Government has authorized (approved and implemented) spending programs linked to the RRTP amounting to 43.7 billion euros, 83% of what was planned for 2021 and 2022. Of these, Central Government would have granted and awarded investment programs for more than 11.6 billion euros.

  • During 2022 and up to September, Central Government has authorized (approved and implemented) spending programs linked to the RRTP for an amount of 21.6 billion euros, 75% of the total planned for this year. Practically 2/3 of these projects are investments related to green transition and sustainable transport and mobility; and 25% of the total will be managed by the Autonomous Communities.
  • According to information published on the Public Sector Procurement Platform (PLACSP), from the start of the Plan until the end of 2022 October, contracts worth more than 22.8 billion euros (including taxes) have been tendered, of which more than 32% have already been granted (including almost everything tendered in 2021).
  • In 2021, the implementation of the RRTP was concentrated in the Central Administration and its dependent bodies and entities, which tendered 91% of the total financed with the RRF. But in 2022 the Autonomous Communities seem to have accelerated their implementation and have approved, by the end of October, 75% of the total tenders.
  • In 2021, 56% of the amount tendered corresponded to works contracts and 33% to supplies. The implementation of the digitalization programs has concentrated a large part of the Plan's execution in 2022, and in this year, more than 70% of the amount tendered is for supplies.
